First I need you too introduce the topic like give some facts about what the bill is and what its about. second take a position supporting the bill and cite some sources that support the bill getting passed. third you need a opposition paragraph where you let the readers know you understand the opposing side of the argument stating some of their supporting facts for their side. fourth the refutation Presenting the stronger arguments on my side of the argument. and last the conclusion which looks for opportunities where you can find a common ground that both sides can agree on. This is supposed to be a rogerian essay but you guys dont have that option.
