2. Work through the decision-making model and worksheet step by step. You may converse with your classmates on this part of the project, but identify them on the worksheet. Use the worksheet as documentation of your ideas—it’s a way of showing your work and the thinking that went into writing the report. You can use point form, abbreviations, interjections, and marks on the worksheet. The worksheet will not be graded for spelling or grammar.
3. Write your report using complete, grammatically correct sentences in paragraph form. Unless noted, point form is not acceptable. See the Setup & Question below for how to structure the report.
4. Your report may not exceed 1000 words in total. (The word count only applies to words you write (or quote), and it does not include the worksheet.) A penalty of 5 marks will be deducted for exceeding 1000 words.

For the purposes of this project, assume that you are a coop student working for a non-governmental organization preparing a report for the government of Malawi on the future role of tobacco in its agriculture industry. Your organization is not a stakeholder in the tobacco, agriculture, education, or public health industries; it is not tied to any political party; and it does not stand to benefit from any decision the government of Malawi may make.
